On July 17, DHCD released proposed  regulations regarding implementation of the FY13 reforms to the Emergency Assistance (EA) family shelter and services program.  The proposal immediately engendered strong opposition from the Massachusetts Coalition for the Homeless and the Massachusetts Law Reform Institute (MLRI).  DHCD in turn released a factsheet summarizing its plan and directly responding to MLRI’s assertions.  While the Network is not prepared to take a position prior to further consultation with its partners, it will continue to provide information as it becomes available.
