DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (DHCD)

COMMONWEALTH OF MASSACHUSETTS

EMERGENCY SOLUTIONS GRANT

SUBSTANTIAL AMENDMENT TO FY 2011 ACTION PLAN

In accordance with the provisions of Title 24 – Department of Housing and Urban Development (HUD) Part 91 – Consolidated Submissions for Community Planning and Development Programs, notice is given of the proposed following action to be undertaken by this Department.

DHCD has posted a Draft Substantial Amendment to its FY’11 Annual Action Plan based on the Emergency Solutions Grant (ESG) Interim Rule published by HUD on December 5, 2011 in the Federal Register.  As a HUD ESG Grantee, DHCD is required to submit a substantial amendment to its Annual Action Plan describing how it plans to implement the new ESG Interim Rule requirements for FY’13.  During the period in which the draft of the above amendment is available for public review, DHCD will hold the following public hearings and will accept written comments until May 3, 2012 prior to finalizing its FY’ 2013 Emergency Solutions Grant Substantial Amendment:
