The Commonwealth of Massachusetts has committed $150 million through the American Rescue Plan Act (ARPA) to create more permanent supportive housing. Of that $150 million, $15 million is being administered by the Massachusetts Alliance for Supportive Housing (MASH) – a collaboration between Massachusetts Housing and Shelter Alliance (MHSA), United Way of Massachusetts Bay & Merrimack Valley (United Way), and Corporation of Supportive Housing (CSH) – to advance the creation of permanent supportive housing for unaccompanied adults experiencing homelessness who have disabling conditions. On June 3, 2022, MASH launched two grant opportunitiesa Development grant and a Capacity Building grant, to allocate the $15 million in ARPA funding that has been designated to MASH.

The following areas will be prioritized for funding: communities with homeless encampments and/or high shelter occupancy, places that were COVID hotspots, Gateway cities, and rural/underserved communities. Experienced developers and service providers as well as newcomers are welcome to apply. We encourage Minority-Owned Business Enterprises (MBEs) to apply AND for applicants to partner with MBEs for these grant opportunities. 

Timeline: These are one-time funds that must be obligated no later than December 31, 2024 and expended no later than December 31, 2026. Pre-Qualification Forms submitted within 30 days of the launch date (June 3, 2022), will be prioritized for review. Applicants may continue to submit Pre-Qualification Forms for review on a rolling basis.
