3 County CoC seeks applications for housing programs that can end homelessness

The 3 County CoC is seeking applications from new and existing housing projects that can help our region end homelessness within Berkshire, Franklin, and Hampshire Counties!

The project application is available here. The submission deadline is October 20, 2015.

Projects will be ranked according to their contribution to CoC outcomes, their program performance, and their potential. Ranking criteria can be viewed here.

Local Ties and the Point in Time Count

Where were people living on the night of the 2015 Point in Time Count? Where did they live prior to entering shelter? The 3 County CoC has prepared hyperlocal reports and an interactive viz that takes a look at both. Plus, both Western MA CoCs have updated their Point in Time Count reports and their Housing Inventory Chart reports, available for download on the PIT 2015 page.

RFPs Available: Springfield ESG program; Hampden-Hampshire-Franklin HOPWA program

The City of Springfield has released Requests for Proposals (RFPs) for the Emergency Solutions Grant (ESG) program and the Housing Opportunities for Persons with AIDs (HOPWA) program. The RFPs and required forms may be accessed below. Applications are due back to the City of Springfield Office of Housing no later than 4 pm on April 16, 2015.

3 County CoC Competition Applicant Guidance

The 3-County Continuum has released its CoC 2014 applicant guidance, with important information for renewal and reallocation projects, as well as announcement of a competition for $241,296 in Permanent Supportive Housing Bonus funds for projects that will serve chronically homeless individuals or families.

All existing 3-County CoC grantees, and any organizations interested in creating new programs that provide permanent supportive housing should review the guidance.  The deadline for the 3- County competition is Friday, October 17, 2014.

 

HUD Announces Next Round of Continuum of Care Awards

HUD has announced CoC awards for remaining remaining Tier 1 projects and Tier 2 projects. In Western Mass, the following new or converted programs have been funded:

Hampden County CoC

  • HAP – Turning Point
  • HAP – Rapid Rehousing and Rapid Rehousing 2

Three County CoC

  • GHM Veteran’s Community Leeds PSH
  • Paradise Pond Apartments
  • Three County PSH
  • Village Center SHP

 

Regional Point In Time Count Data for 2014

Western MA PIT Count A first look at our regional Point In Time Count data reveals that:
– Street homelessness among individuals continued to decline.
– Homelessness among sheltered individuals remained relatively stable.
– Family homelessness increased; almost 60% of homeless families in Western MA were staying in DHCD-funded hotels/motels.
