This policy of one phone per household is ridiculous for homeless people. Since they don’t have an address they need to use a service providers address and with only one per address, many people are left out. In addition, any shelter resident is unable to get the phone because someone else has gotten it. This policy needs to be changed so that those most in need can be served.
